Welfare check at apartment on Oak Street

As discussed during the dispatch call, officers were dispatched for a welfare check at an apartment on Oak Street in Champlain after a caller reported it was unusual not to hear from the resident. Responding units later reported the apartment door was open and requested permission to enter.
