Vehicle blocking intersection in road rage incident

As discussed during the dispatch call, dispatch reports a possible road rage incident near the intersection of Ingleside Avenue and Baltimore National Pike, involving a black SUV reportedly blocking the intersection and refusing to move. Responding units later indicate the intersection appears to be clear.
