It's an older black Toyota RAV4, California plates, 8 Nora Nora Boy 218. Reported that (name withheld) picked up stepchildren and has a history of DUI. Advise with a 13-year-old, 9-year-old, and 3-year-old in the car. 13-year-old acts up sometimes but is almost unresponsive. They are currently leaving Terrible's and heading westbound on Highway 50 to Tahoe.
