Man talking to himself, possibly under influence

As discussed during the dispatch call, officers were sent to check on a man on 17th Street who was talking to himself and may have been intoxicated or experiencing a disorder. He was described as wearing a white tank top and gray sweatpants and carrying his belongings, with it unknown if he had any weapons.
