(name withheld) reportedly yelled at dogs and possibly fired at their cage

As discussed during the dispatch call, caller from a group home next door reported a male yelled at dogs, kicked their cage, and then shot at them with some type of firearm; caller thought it might have been a child's cap gun but was unsure if a projectile was fired. The dogs have not been heard barking for about 40 minutes since. Reported near South 10th Street (exact city not stated in audio).
