Runner found unresponsive and breathing heavily outdoors

As discussed during the dispatch call, radio traffic reports a deputy with a runner who could not get up and was breathing heavily near Park Avenue. Units later report the person is unresponsive in the area between Park and Canal streets near the intersection with Palmer and Fowler streets.
