Vehicles racing on Tenth Street in Baker City

As discussed during the dispatch call, dispatch received a report of two vehicles, including a silver pickup truck and a small white car, possibly racing south on Tenth Street from Campbell Street at about 40 miles per hour. A passenger in the pickup was reportedly filming out of the door.
