Welfare check for man living in vehicle on condemned property

As discussed during the dispatch call, a welfare check was requested near Avondale Boulevard for a man apparently living in a vehicle on condemned property. The vehicle status is uncertain, and a second unit was called to respond. Windows were blacked out, and a dog on scene was aggressive.
