Neighbor hitting resident and causing loud disturbance

RP is hitting their neighbor, (name withheld), is throwing stuff around, yelling, and using an air horn.

That has been getting progressively worse the past week and the ongoing past 24 hours.

He's also made threats in the past, so that's all the RP.
