Man in wheelchair throws rocks at passing cars

As discussed during the dispatch call, officers were sent near the emergency room entrance on St Anthonys Way in Alton for a report of a man in a wheelchair going uphill toward State House Circle who was reportedly throwing rocks at passing vehicles.
