Garbage truck leaking liquid near fire hydrant

As discussed during the dispatch call, an anonymous caller reported a possible ongoing issue with a garbage truck parked near Alice Street and West Michigan Avenue, apparently blocking a fire hydrant and leaking liquid into the roadway causing a bad odor. Officers were requested to check the area near the 400 block of Alice Street.
