Male found bleeding in roadway at Lincoln and Cedar

As discussed during the dispatch call, ambulance crews were dispatched to the area of West Lincoln Street and North Cedar Street for a report of a man lying in the roadway, bleeding from his head and hands and reportedly difficult to understand.
